Temporary Estates Operations Manager


Job Description

To effectively, efficiently and professionally lead on all aspects of reactive and planned maintenance on all university owned property; managing staff, staff costs (including overtime) and contractors as necessary.   Establishing and controlling operational budgets for planned, long term maintenance and reactive works to achieve best value for money and meet customer expectations/ SLAs.

The job holder will be required to take part with the “on call” duty management rota and be available for emergency call outs as required.  Whilst the client is mainly based on one site, it does own and manage properties elsewhere, so the ability to travel is essential

To devise and implement a structured workload analysis and effective workload management for planned and reactive maintenance tasks.

To understand reactive technical issues of a mechanical, electrical, carpentry or building fabric nature and allocate suitable staff or contractors to resolve

Ensure constant and strong communication links are maintained with customers on all their requests for planned and reactive maintenance

To champion positive and effective customer feedback and build effective customer relationships managing expectation and delivering effective responsive and planned services through in house staff and contractors

To ensure that planned maintenance programmes are prepared and implemented in a cost effective manner.

Lead on all aspects of reactive maintenance

To ensure that maintenance projects are effectively planned, supervised and managed to successful completion (on time, within budget and to the required standard).

To manage, control and monitor staff effectively, identifying workload targets development needs and performance plans as necessary.  To review audits on quality of workmanship, Health and safety and customer service and take appropriate actions with staff

Review frontline workload and KPIs on a regular basis and ensure that all staff are productive at all times.  Benchmark all targets and regularly review performance feeding back on a 1:1 basis with staff.

To continually strive to improve services through continuous improvement and lean processes review for all aspects of estates workload management.

Monitor KPIs including priority response times, “right first time” repairs, chase recalls, travel time and customer complaints.  Target performance improvements in all of these areas and any others appropriate to the job.

To ensure high performance in the team and drive cultural change, encouraging “right first time” repairs, lean practices, increasing multi-skilled work and ensuring effective team communication.  To proactively highlight and inspire excellent work and practices, encouraging this throughout the team.

Ensure all legal compliance tasks are completed on time.  Ensure Estates Directors are aware of any non-compliance issues.

Ensure that suitable and sufficient RAMS are in place for all work carried out by the department whether by in house or contract staff.

Provide quotations for work in line with departmental and the clients guidelines in good time and provide customers with good value thereby ensuring optimum use of resources in the delivery of services.

Undertake authorised persons duties for designated systems as required.
